Since I had the honor to report to you on the 24th ulto. (as

in copy enclosed), the following exchange of cables has taken place,

that is to say:

Your cable 30th May 1916 (received 51st,a holiday here inter-

vening):

"Speaking generally Dodwells would be acceptable, but imposs Me

speak definitely until terms of proposed agreement known to Governor."

"Pray thank Secretary State his cable thirtieth regarding Dod-

wella stop. Terms of proposed Texas agreement to be exactly those

which Holyoak Hongkong, partner Reiss and member Ria Excellency's Leg-

islative Council, accepted, as written you eighth May page three, sub-

stituting merely Dodwells for Reiss
